Hello, is there any way to obtain a static IP address (via proxy, for example) for a free user?

For example, to access one of whitelisted sites with static IP.

no- that is not possible. our IPs are subject to change. However, if you are willing to update those IPs manually if there is a change, then you could just access the ipfy api to find the IP etc.
