Can I dump my django web and then create a flask web without having to pay $?

Sure, when you enter your Web page, there's a red button "Delete <your.web.app.name>" at the bottom. Deleting your web app will remove your web app from the Internet, but will not remove your code. The WSGI configuration file will be backed up.
