Possible to reduce CPU usage limit?

Hey,

This may be a silly question but I was wondering if it's possible to the CPU limit. For example, I am on the hacker plan and I get around 2000 CPU seconds. However, on my most "intensive day" I had used up around 200-300 CPU seconds. Would it be possible to reduce the CPU limit and be able to get the hacker plan for cheaper? Or is the 2k CPU seconds (with the price tag) is the limit and can't go below?
