Does this mean that I need a Web dev account to deploy to a domain that I own?

hacker account = you can have one webapp and it could be your own custom domain or username.pythonanywhere.com.
webdev account = you can have two webapps, either both custom domains or one custom one username.pythonanywhere.com

One extra thing to mention -- web apps on the the web dev plan are a faster, because they're backed by three worker processes instead of two.
