I have a question: Is there any way to add/change the page that shows up on the site when a restart is taking place, or be able to tell the user that the server is restarting? (sorry if this has been asked before, as I didn't check all forums).

Unfortunately not, but a reload should be really quick -- what page do you see while it's reloading, and how long does the reload take?

Yes, currently that's something that may occur during the reload.
