Can I run an application which is combined of two processes that do different tasks using a hacker account (€5/ month)? One process would post data into database, another would be a flask application displaying data from that same database.

Is something like that possible or do i need the web dev account (€12/ month)?

Sure, that will work fine. It will even work on a free account assuming your processes are not too processor intensive.
