I'm a student like to allow two other developers to work on a web app. I don't see any options for this under any of the packages (otther than the teacher/student).

Is this feature offered in any form? I mean we could just use a common password, but that is probably against the TOS.

I don't think there's anything in our TOS that says you can't share passwords. It does say that you're responsible for any problems that arise from sharing your password with other people though, so make sure you trust them!
