If I have a paid account can my students connect to their databases using MySQL Workbench if they have a non-paid account?

No, only paid accounts can connect using MySQL workbench. Your students could potentially use your paid account to connect to their database servers, but of course they would need access to your account credentials for that, and I suspect that would be a bad idea.
