Yandexbot, vk.com callback

why are you blocking the yandex ip and vk.com?

then why now vk.com can't connect to the server? example ip 95.142.196.36

You need to connect using the domain name, not the IP address and you need to configure your library to use a proxy. See https://help.pythonanywhere.com/pages/403ForbiddenError/ for the proxy details.
