I was crate new web app, I checked logs and this what is showing. Is this something which prevent app form running? And how to fix it

That is not something that would prevent your app from running. It looks like you may have an issue that means that the app does not get far enough to start logging errors. Check your server log for tracebacks and errors that may be preventing it from starting.
