I'm trying to do this using DumpData locally/LoadData on PA and it's taking forever. I know there has to be a more efficient way to do this for a few gigs of data. I'm trying to do this via Postgresql, but it's not well documented on PA.

Do you mean Django loaddata dumpdata management commands? You can do it directly from your local machine using ssh tunnel.
