I had a hacker account, but since the bandwidth was low, I thought of switching to the web development package, so I dropped my account, but my money was still not back What can I do?

You need to let us know that you'd like a refund if you want one :-) I've sent it now -- it should be back in your bank account within 10 working days -- normally much faster, as your bank will have the money within an hour, but the time it takes to appear in your account will depend on how fast they process it.

BTW, two things -- if you want to change between one kind of paid account and another, you don't need to switch to a free one first. You'll only be charged at the new rate on your next billing date -- one month after the original upgrade. Also, could you give some more details about how you experienced low bandwidth on the Hacker account?
