When I upload a telegram bot to this hosting, I get this error:

It looks like the library that you're using to connect to Telegram is trying to connect to the network directly and isn't using the proxy settings that it should use. You'll need to look in to how to configure the library to use a proxy -- the hostname and port to use can be found by running this in Bash:
