am I allowed to make/use purposefully vulnerable web applications for use for learning about pen-testing and cyber security as long as i am not purposefully attempting to steal anything or takeover the pythonanywhere main website?

Sure. As long as they're your web apps. Also be aware that if your web app is vulnerable in some way, someone may exploit it and use it to mess with your account.
